If the Terror Plot Was Foiled?

If the terror plot was foiled, then wouldn't that mean the threat has been averted?
If that is the case why are there now new restrictions?

there was a funny exchange on Meet the Press this morning (Sunday). the moderator asked homeland security secretary chertoff why flights were leaving the UK if the risk of attack was "severe (red)" on homeland security's absurd color chart. chertoff responded that flying on these flights was "absolutely safe." yet, the color was red, meaning that attack from terrorists was very likely. huh? who wants to board a plane that is labeled with the highest threat condition on the color chart? or maybe you do. maybe just maybe you want to be on the plane that is being so thoroughly scrutinized by security. perhaps the places most threatened in the world by terrorist attack are the safest places in the world. like baghdad. there was no real follow-up question.
