Crime Does Pay

Wal-Mart boss sentenced for theft
From this I've learned that if I'm worth millions and steal I get a fine that is pretty small compared to my wealth and that I don't have to go to jail. Why is it that when big business is involved things like "mandatory minimum sentences" don't apply?
