Torture

"As a matter of U.S. policy," Rice said the United Nations Convention against Torture "extends to U.S. personnel wherever they are, whether they are in the U.S. or outside the U.S."

What exactly does U.S. personnel mean? Does that also cover contractors? Can the U.S. outsource torture to locals? (ie the "non-existant" prison sites?) Are these things covered? Rumsfeld stated that U.S. troops weren't required to stop abuse, until corrected by Gen. Myers, but if the Sec of Defense thinks that U.S. personnel doesn't have to stop it, it fits in very well that he feels it can be done and hence very well could be without the direct involvement of U.S. personnel, but certain at the wishes of the U.S. and "no one will get in trouble."
